DUYỆT KHUNG GIÁ PHÁT ĐIỆN LOẠI HÌNH NHÀ MÁY ĐIỆN GIÓ NĂM 2025
BỘ TRƯỞNG BỘ CÔNG THƯƠNG
Căn cứ Luật Điện lực ngày 30 tháng 11 năm 2024;
Căn cứ Nghị định số 40/2025/NĐ-CP ngày 26 tháng
02 năm 2025 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ
chức của Bộ Công Thương;
Căn cứ Thông tư số 09/2025/TT-BCT ngày 01 tháng
02 năm 2025 của Bộ trưởng Bộ Công Thương quy định hồ sơ, trình tự, thủ tục,
phương pháp xác định, phê duyệt khung giá phát điện; quy định hồ sơ, trình tự;
thủ tục xây dựng, phê duyệt khung giá nhập khẩu điện;
Căn cứ Thông tư số 25/2025/TT-BCT ngày 13 tháng
5 năm 2025 của Bộ trưởng Bộ Công Thương sửa đổi bổ sung Điều 3
Thông tư số 09/2025/TT-BCT ngày 01 tháng 02 năm 2025 của Bộ trưởng Bộ Công
Thương quy định hồ sơ, trình tự; thủ tục, phương pháp xác định, phê duyệt khung
giá phát điện; quy định hồ sơ, trình tự, thủ tục xây dựng, phê duyệt khung giá
nhập khẩu điện;
Xét đề nghị của Tập đoàn Điện lực Việt Nam tại
văn bản số 1771/EVN-TTĐ ngày 20 tháng 3 năm 2025 và văn bản số 3252/EVN-TTĐ
ngày 23 tháng 5 năm 2025;
Theo đề nghị của Cục trưởng Cục Điện lực.
QUYẾT ĐỊNH:
Điều 1. Phê duyệt khung giá
phát điện áp dụng cho loại hình nhà máy điện gió năm 2025
Mức giá tối đa (chưa bao gồm thuế giá trị gia tăng)
của khung giá phát điện năm 2025 áp dụng cho loại hình nhà máy điện gió trên đất
liền, điện gió gần bờ quy định tại điểm a khoản 2 Điều 1 Thông
tư số 09/2025/TT-BCT ngày 01 tháng 02 năm 2025 của Bộ trưởng Bộ Công Thương
quy định hồ sơ, trình tự, thủ tục, phương pháp xác định, phê duyệt khung giá
phát điện; quy định hồ sơ, trình tự, thủ tục xây dựng, phê duyệt khung giá nhập
khẩu điện, được quy định như sau:

Điều 2. Tổ chức thực hiện
Căn cứ khung giá phát điện quy định tại Điều 1 Quyết
định này, Tập đoàn Điện lực Việt Nam và đơn vị phát điện ký kết hợp đồng mua
bán điện trên cơ sở tuân thủ quy định pháp luật về phương pháp xác định giá dịch
vụ phát điện do Bộ Công Thương ban hành.
Điều 3. Điều khoản thi hành
1. Quyết định này có hiệu lực thi hành kể từ ngày
ký.
2. Chánh Văn phòng Bộ, Cục trưởng Cục Điện lực, Vụ
trưởng Vụ Pháp chế, Thủ trưởng các đơn vị thuộc Bộ, Tổng Giám đốc Tập đoàn Điện
lực Việt Nam và Thủ trưởng các đơn vị phát điện có liên quan chịu trách nhiệm
thi hành Quyết định này./.

POWER PLANTS IN 2025 THE MINISTER OF INDUSTRY AND TRADE Pursuant to the Law on
Electricity dated November 30, 2024; Pursuant to the
Government’s Decree No. 40/2025/ND-CP dated February 26, 2025 on functions,
tasks, powers and organizational structure of the Ministry of Industry and
Trade of Vietnam; Pursuant to the
Circular No. 09/2025/TT-BCT dated February 01, 2025 of the Minister of Industry
and Trade on applications, procedures, methods for determining and approving
electricity generation price bracket; applications, procedures, methods for
determining and approving electricity import price bracket; Pursuant to the Circular
No. 25/2025/TT-BCT dated May 13, 2025 of the Minister of Industry and Trade on
amendments to Article 3 of the Circular No. 09/2025/TT-BCT dated February 01,
2025 of the Minister of Industry and Trade on applications, procedures, methods
for determining and approving electricity generation price bracket;

Implementation organization According to the
electricity generation price bracket specified in Article 1 of this Decision,
Vietnam Electricity and the electricity generation unit shall sign a power
purchase agreement in accordance with regulations of law on method of
determining prices of electricity generation services issued by the Ministry of
