In order to perform tasks assigned by the Prime Minister in Decision No. 206/QD-TTg dated February 28, 2024^[1] on integration and provision of online public services for “Payment of administrative penalties in market surveillance sector on the National public service portal” and ensure the accounting of fines to the state budget after streamlining and restructuring the organizational structure, the Office of the Government requests the following issues:

1. People’s Committees of provinces and central-affiliated cities shall:

- Disseminate, provide guidelines for individuals, organizations within the province or city to make online payment of administrative fines in market surveillance sector on the National public service portal (guidelines for online payment in Appendix 2 attached to this document) in accordance with the roadmap of the Ministry of Industry and Trade; ensure the target for online payment in accordance with the Government's directions.

2. The Ministry of Industry and Trade shall:

- Provide professional guidelines for market surveillance authorities at provinces and cities; appoint coordinators to work with the Office of the Government, Ministry of Finance (State Treasury) and People’s Committees of provinces and central-affiliated cities to address any issues that may arise during the implementation process.

3. The Ministry of Finance shall:

- Direct and provide guidelines for the State Treasuries at all levels to cooperate with commercial banks in opening accounts for collection of administrative fines in market surveillance sector on the National public service portal.
